Building Permits in Chico: A Home Repair Guide
Check when a Chico home repair may need a permit, where to confirm the requirements, and why a permit exemption is different from contractor licensing.

Whether a repair needs a permit depends on the work and the property's jurisdiction. A job described as a replacement or a small repair is not automatically exempt. For a home within Chico city limits, confirm the scope with the City of Chico Building Division. For unincorporated property, use Butte County's building department.
There are two separate questions: does the work require approval, and who may legally perform it? A building permit exemption does not remove contractor licensing requirements. Likewise, hiring someone who calls themselves a handyman does not make a project permit-exempt.
Start with the correct building department
A Chico mailing address does not by itself establish that a property is inside the city. The City of Chico Building Division handles city projects. Butte County Building is the starting point for unincorporated county properties. Other incorporated communities have their own arrangements.
Describe the actual work when asking a permit question: what exists, what will be replaced, and whether any wiring, piping, structure or opening will change. A useful question is whether a specific fixture replacement in its existing location requires a permit. A broad question about whether a bathroom needs a permit leaves too much unspecified.
Finish work is different from building-system work
Chico's published guidance lists painting, tiling, carpeting, cabinets and similar finish work among examples that may not need a building permit. It also identifies installing draperies or blinds as a minor improvement. Those examples do not cover hidden structural changes or alterations to regulated systems performed as part of the same project.
For example, changing a cabinet pull is different from removing a wall behind a cabinet. Cosmetic tile work is different from rebuilding a shower assembly or moving its plumbing. The visible finish is only one part of the scope.
Check plumbing and electrical replacements specifically
Do not rely on a general statement that a faucet, toilet, ceiling fan, outlet or light replacement never needs a permit. Chico's FAQ describes broad plumbing and electrical permit categories and also lists some minor exceptions. Those descriptions need to be applied to the actual job by the building department.
The City's examples include water-heater replacement, new electrical work and sewer replacements among projects requiring permits. A project that changes piping, wiring or equipment should be checked before work starts. A replacement that looks similar can still have installation, inspection or compatibility requirements.
Fences, decks and changes to openings
Height, location, structural connections and what a structure supports can change the answer. A fence may meet a building-permit exception while still being subject to planning rules, visibility requirements or property-line restrictions. A deck repair can expose damage below the walking surface that changes the job from replacing boards to structural work.
Replacing door hardware is different from enlarging an exterior opening. Before changing an opening, building a new deck or altering a support, confirm the approvals and the qualified trade needed. Our handyman-versus-contractor guide explains that distinction.
California's minor-work exemption has conditions
The Contractors State License Board explains when a contractor license is required. The minor-work exemption has a project-value limit and restrictions involving permits and additional workers. Work cannot simply be divided into smaller contracts to avoid licensing requirements.
Diamond Handyman Service is an unlicensed contractor operating as a handyman. We discuss work within that scope; a homeowner obtaining a permit does not expand it. Use CSLB's current guidance for the legal requirements rather than treating this maintenance guide as authorization to proceed.
What if work was already completed without approval?
Ask the appropriate building department about the actual condition and work history. Do not assume new paint or a cosmetic repair resolves an unpermitted alteration. The department can explain whether records, an application, plans or inspections are needed. A qualified contractor may be necessary to expose or correct work.
Where to get a definitive answer
Start with the City's Building FAQs, then confirm anything uncertain with the responsible department. This article was reviewed against those resources on the updated date shown above. Requirements and individual circumstances can change.
